The idea is to encourage you to back yourself up in a proper discussion and contribute to the thread. I mean, it doesn't work that well, but it works better than if there was nothing stopping you.
It's good that it encourages better discussion and stuff but sometimes people are just flat out outrageous or downright offensively stupid
