It would look fine to the eye but it would cause screen tear because most monitors and TVs are 60Hz. This is why PC games have vsync and consoles stick to 30 or 60

I started off with a fairly cheap point and shoot and got some fairly decent photos early on
it's not really about the technical quality though

it isnt, anything that can capture is perfectly fine.
I'd recommend lurking around the photography section mate, it has influenced me to get into the photography hobby. And you will funnily enough find that most photographers started off with something extremely basic, being a phone camera, a simple point and shoot or a old passed down family camera (what I started off with)
Dont feel held back to pursue it dude, its a interesting and fun hobby. and can be pretty relaxing too (going out at dawn/dusk to shoot some nice pictures on your own is something I love doing)

TBH you can get good results with almost anything, gear isn't [I]that[/I] important but composition and exposure basically make the photo so yeah. I mean I know a guy who has easily £2000's worth of gear but his photos can be so boring sometimes.
Personally I started on P&S but went into film not long ago with a manual SLR (which i bought for a tenner) and it's been ace so far. I bought a photo scanner to further reduce costs so I can basically get the film developed for £2.50 a roll and scan them.[url="http://www.andbethere.com/2012/12/give-film-shot.html"]I think this article explains it pretty well.[/url] That being said I'm not saying one routes better than the other I'm just offering another alternative.
