It'd probably have even more stigma against it than sexual reassignment surgery, considering that race is a social construct used to put people against each other (since there's actually very little genetic variation between ethnic groups, besides varying immunities to disease, and other hereditary traits). There's not much more to "race" than what someone looks like and their skin tone. Put a Mexican person in Mongolia at birth, and they'll learn the language, culture, and history just as fine as any other Mongolian person would. Growing up there, they'd be like any other Mongolian person, aside from their own ethnic heritage and how they look. But if someone were to have this perverse desires to take certain aspects of another culture for themselves without having experienced them (think Weeaboos), then that is treating another group of people and their culture as a commodity. Also, kids thinking they can "be black" (again, treating aspects of another culture as some material thing they can just possess) by wearing certain clothes, sagging (which isn't a cultural anything, it's just stupid), or even "talking black". Racism isn't natural to any human being (but I guess finding a reason to dislike different people is natural to some), and it's instilled in all of us by people in authority (ranging from your own parents, to people in government.)
