Level 12 seems about right, I should get back on my re-playthrough of the game, I was just up to Twoson as well.

yeah Im really liking the soundtrack. Super cool and kind of weird
Yeah it's a real smorgasbord of just random genres and other weird ambient stuff, and it uses samples from stuff as wide as The Beatles to Chuck Berry to Monty Python.
The only thing I can think of that reminds me of the weird kinda nostalgic feel of the EarthBound soundtrack are The Avalanches.

I was feeling down because a close Steam friend of mine was thinking about moving to Canada and I thought our time zones would be fucked up beyond belief.

It's worse than Combat Arms imo. None of the weapons are even out of the F.E.A.R universe it looks like, they're all just generic modern weapons. The game runs poorly, everything jitters, your character's outfit in the Psionics menu is ripped basically straight out of Dead Space, they throw too much 2SPOOKY in your face during the tutorial, it goes on. Literally every other room in the tutorial was "OH MAN, SCREEN FILTER STATIC NOISE, LOOK IT'S ALMA OH MAN ARE YOU SPOOPED YET" and the game itself is even worse.
Here's a break down of my first mission, this took all of one minute to happen. Mission start -> Run down a hallway full of enemies that do constant, unavoidable damage to you being chased by fire that if it touches you, you immediately die -> Make it 30 feet down said hallway -> Die - > Instantly fail and get booted out

This game is completely separate from the rest of the series. I assume you're talking about the multiplayer in Fear 1?
