Thirteen year olds are not emotionally developed or intelligent enough to understand the consequences, both mental, physical, and emotional, of their actions. The middle-aged person in question, on the other hand, understands this very, very well. Since there isn't actual consent from the child - the child not being CAPABLE of giving consent because the child does not share the same level of understanding as the older partner - it's exploitation. I know 14 year olds whoa re capable of making serious decisions. 14 year olds are in high school, they are well educated and most have had at least one class on sex-ed and one class on health. Hell, in my state, you can get a driving permit at 14. They put 14 year olds in life-threatening situations before they let them legally have sex. At that point in time, they have been exposed in large amounts to sex and its consequences through media and peers. They will have sex, regardless. There are many who are undoubtedly too ignorant to mind the consequences. This is the case with 26-year olds, or 30-year olds, as well. This is, of course, with an adult present int he vehicle, but none the less, they put the 14 year old behind the wheel in full control.
Well, if Michigan has this many rights to 14 years old, I could understand reason as to why the AoC should be lowered. Though the idea of a 30 years old having sex with a 14 years old girl disgust me very badly.

Unless they live in some backwards deep-South school or an bad inner-city school, then they should have learned what STDs/STIs, HIV, and pregnancy are back in, like, 5th grade, when I'm sure they understood where babies come from and what a disease/virus is.

I know a lot of 14 years old at my school that do a lot of stupid things (I'm not in much contact with them seeing I'm 17) but I've known some of them who have a lot of sexual activites and some of them even getting pregnant with one-timers and such. This is the problem with AoC. You can't really set an exact age. Some people will be very mature at 12, some others will only be at 16 or 18 even. I think 16 is a very fine age because most teens should've entered/finish puberty by then, plus the fact they know how to find documentation and they should know what's the deals with sex.
