It's actually a form of stereoscopy called [url=http://en.wikipedia.org/wiki/Stereoscopy#Wiggle_stereography]wiggle stereography[/url]. It usually consists of two frames, as if you're making a stereoscopic image, but then is stitched together into an animated gif.

That's a time-freeze effect because you see the camera moving around a frozen scene. Like what Hiro in Heroes does.
Of course it gives a 3D effect, but it's entirely a different thing.

More about how the space between each "floor" on the structure with the stairwell on the left corresponds (to the viewer) to the spaces between each awning of the structure on the right, making them appear as though they're opposite each other. It doesn't help that we can only see a small section of each.

well yeh it's a good way to practice brush technique and do studies of lighting and colour n stuff but if you actually want to learn how to draw you should move on from it
that said i trace stuff occasionally. photostudies of stuff i'm not interested in usually that i do as presents for people
Tracing won't teach you much of anything about drawing though. The mindset you have for each are completely different.
Lighting and color, sure but you could just not trace it and help your drawing skills as well.
I first began drawing with digital tracing in GIMP, I think I did learn something though, like when I traced the rough outline of someone I feel like I got a feel for the silhouette of a person.

Bollocks, you learn nothing
You can practice painting on top of a traced outline, but that's not really nothing to do with the trace itself
Tracing is bad and all tracers should be put in little boxes tied up with string and left in small rooms with no electricity

Tracing is not bad, i do learn from it. Maybe not as much as doing a "real painting" but when i do one and it looks like shit i get angry. So tracing is better option for me to learn.

If so, it is the laziest and slowest way to learn, equal to copying a maths questions answer straight from the book, instead of learning to solve it.
