No, it's terrible to use as a portfolio. Use Behance or make an actual portfolio instead.
A portfolio is supposed to showcase the very best of what you've got and what you want to do. Not just a collection of shit you've decided to upload, journals about shit nobody cares about and list of shitheads nobody could give a damn about.
If I was ever going to hire a artist for something and they just linked me their DA account I would probably ask them for a different source or downright reject them.
DA is for sharing your work for people to look and comment on. It's a social community, not a place for showcasing yourself.

Something that applies to almost any (if not any) activity is that you will perform better/improve at a greater rate if you do it alongside or against people who are better than you. DA is a breeding ground for godawful doodlers because of that huge friendly population. Someone produces a terrible MS paint animu scribble, they'll get pats on the back and favorites and shit. There's no incentive to actually be decent and everyone is an underachiever in point-blank denial.

DA is fine.
Yes, like any community, there is some 'shit' there (or at least inexperienced artists and a trend to appreciate fan-work).
But that's not the case with the entire community There is a large portion that makes what you might consider 'good' work (technically/conceptually advanced stuff). If you know where to go you can get good feedback. Obviously, there will be some people who give you feedback you can throw away (no different from here, or anywhere else).
It's also a good place to get a following of sorts, if your work appeals to a large enough group.
I think people need to stop being so elitist.
DGG: DA has a portfolio feature that acts like pretty much every custom portfolio site I've seen; entirely separate from the main DA interface and restricted to premium members.
If you still need convincing about the quality you can find very easily if you know what you're doing,

I'm obviously not saying you should ONLY use DA. Get on ConceptArt.org (etc) and value the feedback you get there a bit more than you would feedback at DA.
But don't scoff any opportunity to expose people to what you do and to be exposed to what other people are doing.
Hell, I found a pony artist who draws some [B]pretty sweet environments[/B]. Yes, the environments have ponies in them. But I can look past that and appreciate the image, because I don't actually care if this person is part of 'that group' because they have at least something in the image that's great
/ic/ has a good community too, though don't expect them to give you automatically praise like in dA.
dA is only good if you stay away from the '10-15 years old' part of the community and the forums, and by just looking through good artists' galleries and their favorites.

Why do you want to put it in your portfolio
It's only vaguely convincing if you half-close your eyes, the parts you actually painted are very poor
Besides, compositing photos into a piece CAN look amazing if it's done right, but always at the price of artistic integrity.
