As to your Pendleton Ward argument, he isn't simply mimicking a face, he has adopted Shwig's entire style. The stylized proportions, shading, colors, line-style, etc.
I think he just needs to work a bit more on his characters and aesthetic style and let them develop to become a bit more unique.

You can keep drawing and wait until the development happens or you can push it consciously; whatever works for you. But at the end of the day it will be best for both your own 'brand' and him if your style has something to set it apart

It's not leaching or stealing; it's imitation, which is o.k. just it's not smiled upon. If you are going to be inspired by someone's work, the least you could do is put a little of your own flavor into your content.

Simplify your shadows, break your figure into sections and note where shadows are cast. Acknowledge that shadows do not multiply (when there’s only one light) and try to avoid “adding” light unless they’re on a reflective surface (ex. the mask), however, don’t add reflective light to things already in shadow (ex. the glasses).
You should also look into blending brushstrokes in substitution to gradients; I use a program called SAI that imitates paint blending. It makes painting soft shadows, something that’ll help you break away from cartoon styles, easier.

It’s almost like a calculating thing really. You find the 3D shape, you remember the light direction, and then you figure the shadow gradients and the shadows cast. Also, experiment with minimal layers of shading so you don’t end up with multiple “maximum” shades.
Composition:
While not necessary, it helps to affiliate your work with a type of genre. If you want to practice anatomy and character detail, I’d do a concept art and figure out the entire character.

On the otherside you can focus on portraiture, where you don’t have to detail every part of the character and you’d have more freedom in composition.

A line that you seem to be on the wrong side of if I'm reading your post correctly.
It does seem to be a very similar aesthetic to the Shwig ones in the example. You also forgot to mention the 'stylized proportions' and 'line style' in Kiamberm's post. When you add all of these things together - stylistic proportions, shading, colours, line-style - you get a personal aesthetic. A personal aesthetic that in this case belongs to somebody else and seems to have been imitated by you.
This is not necessarily wrong, especially if you plan to develop it so that it's unique and looks less like Shwig's style, especially considering that Shwig's style seems to be personalised and almost his own trade-mark (I don't know much about him but from what others are saying here that seems to be the case?).
