What the hell is ArtRage anyway If I don't even know that much, I can't imagine it's very good

Not having any of this gives it a really empty feel (which can be a good thing).

It can not replace photoshop for sure, it is just very different. From what I have discovered so far you can achieve best results using both of them. ArtRage is good if you want to do ol' good paint drawing. The program alows you to paint pictures using most techniques used in real life painting. However the program doesn't have much tools for photo editing and all the handy stuff photoshop has.
the ground looks strange, like it's a cylinder on its side (ie have bigger flat area's on the ground/ don't make it perfect cylinder, give it dimples etc). Artrage is dumb and you shouldn't use it. It's just a bunch of filters and such tools to achieve different effects in drawing, and I think that if you're a beginner you shouldn't be kidding yourself thinking that applying a few filters and effects will make your drawings better. Work with Photoshop and learn how to manipulate your drawings yourself, and not rely on 3rd party software to do it for you. That's my best advice, learn something like Photoshop where you can literally use it for anything and then you'll build up knowledge and skill from there. Much more useful than trying to start out with specific drawing programs with fancy filters and tools.
It's not a bunch of filters, it's simulated paint. Basically it all behaves like actual paint, or watercolor, or whatever.

You have no idea what you're talking about.[/QUOTE] ArtRage has specific effects and filters applied to your actual drawing which stimulate the effect you would get from painting in real life for example. Photoshop is extremely versatile and includes the skill base from basically the barest of essentials to the most complex, depending on how indepth you want to go into its features. Point being that in Photoshop you usually just use a brush to draw (I know that's what I do) and ArtRage moves away from that and uses effects and other pre applied specific filters to create other effects, which I just don't recommend a beginner to start out with. You'll understand what you're doing better if you don't rely on textures and pre applied filters when working on your drawings, and I know ArtRage isn't just that but that's a big part of it. Photoshop is, imo, the best program to start learning with. It will help you in more than just learning the technical aspect of drawing. If artrage actually manages to capture the art of painting it's probably a bazillion times harder than digital painting typically is.

The whole thing was supposed to be more defined and look more solid and less like an abstract collection of industrial forms; I was going to have birds fly past when you're on the tall elevator, for instance, and some well resolved landscape views

Having read up on it and looked at the UI (as well as considering that I've never seen it being talked about here or anywhere else before nor work done in it posted afaik) I'm going to trust Lilyo and stick with the assumption that artrage is obscure and bad compared to the heavyweight programs
