Guardsmen are crap without any upgrades or a leader in Dawn of War. Space Marines don't really need a leader or any upgrades.

You can't qualify an "expert Guardsman" or a "normal PDF soldier" - they vary so widely. A Krieg or a Cadian rank-and-file soldier would probably outperform many "veterans" from other regiments. PDFs can include any variation of experience - they could be the remnants of a Guard company assigned to protect a world on which their commander has claimed settlement rights, for example, and they'd be far more "expert" than a militia drafted from the population of a typical hive.

Books/stories need some plot and dialog and characters you can relate to, not "HERESY" "PUUUURGE" "FOR THE EMPERORRRR".

You'd be surprised how essential personality is to making an interesting character, unless you're seriously willing to admit that you want to read a novel about "WE RAN INTO BATTLE. SOME DIED. SOME DIDN'T. WE RAN INTO ANOTHER BATTLE" ad infinitum? The beauty of WH40k is that it's worth so much more than the tagline suggests - there's far more to it than eternal, universal war.
And you don't get a choice, by the way; the Astartes selection methods are insanely elitist and scrutinous - on the Space Wolves' home world, for example, a single Astartes officer leaves their Fortress-Monastery once every 10 years to select a few men who he sees potential in - and the Space Wolves are an overfull Chapter anyway.

That was his first regiment, he was mainly attached to a main Valhallan mixed sex regiment, they did pretty well.

Either way for some reason he and Valhallans kept getting put together.
1. The SW homeplanet is Fenris.
2. Their Monastery is called The Fang, a giant mountain that goes into space.
3. The Space Wolves reflect the vikings, so if a warrior dies in battle, the Valkyrie (A SW rune priest) picks dudes from the battle that were good.
