That's only in combat situations, they sleep like a normal human when they are in a secure location. The whole, "shutting down the mind in some parts" is supposed to DELAY the inevitable.
The Sister's of battle go through many changes that literally take away the woman aspect of the person so they become much like a Space Marine. Space Marines are not really men but something else. Something greater (and in some cases worse - blood thirst of the blood angels) than man. Like a third category and Space Marines and Sister's of Battle belong to this category.

Tau have almost no warp presence whatsoever. They have a form of warp travel, but they just kinda dive in partially and shoot back out. Much safer than full warp travel, but cannot cover the same distance, since they have no psykers, they can't navigate the warp.
In short, Tau can't fall to Chaos.
They can still represent a pain in the Imperium's ass, though. Their existence alone is causing some factions to seek alliance with them, while others do the old "xenos, die" routine.

Yes but the Emperor was an atheist, which makes it kind of Ironic that there is a whole religion based off him.

20,000 years? You make him sound young. The Emperor has been around since 10,000 BC. The chaos gods are only around 20,000.

Well, he wasn't an athiest. He knew that there was immense power in the warp, just didn't want to call them gods. He knew that humanity would be bound by the shackles of religion, so he tried to eliminate it.
