I'm a felon. It's a lot harder for me to find a job than everyone else, and "everyone else" is having a hard time finding jobs too.
To be honest, it sounds like you aren't trying very hard.
I know OP isn't a minor but I'm guessing there are minors here in the same situation. My advice to you: familiarize yourself with what rights you have as an employee. Too many kids don't think about it and are underpaid, denied their legally mandated breaks, asked to do unsafe work, or otherwise exploited.
In many cases you're allowed to refuse to do any work that you feel is unsafe or that you're not trained for. Brush up on local labour laws, company policies, and if your workplace is unionized, union policies. Especially the first and the latter, you're paying taxes and union dues to support those resources so make use of them.
This, you can't work more than one shift without a 12 hour break in between, not that many people know that. So if you finish work at 11pm, they can't make you work until 11am the next day (unless you want to, they just can't force you / threaten to fire you)

In my first job I done this, and the shift manager was kind of pissed off at me.. but I was just like... idgaf
I wanted to work as a bartender in a restaurant somewhere last easter. So I just went to a lot of restaurants and asked if I could help with anything, but anything anything, also as a waiter or a cook, because if I didnt have any experience. I basically went into one restaurant that needed staff, and I had an interview then and there with the boss, no resume or anything. He told me to come back the next day and work there for a day for free to see if everything runs smoothly. I had absolutely no experience as a bartender except for making my own cocktails, but everything went fine and I got the job.
Thats my personal experience, I think I may have just gotten lucky

Ever do any programming?

probably not
If you're looking for work and genuinely don't know how a resume works or think to google how to structure one, you probably aren't trying very hard since almost everywhere wants one from you before they hire you.
And yep entry level jobs when you have no prior experience are almost all sales/retail things. That's just how it is.
Wear pants.
THIS IS VERY IMPORTANT

"no shirt no shoes no service"
this guy is a liar, pants were never mentioned.
Also state everything on your resume matter-of-factly, not in first-person.
So not:
• I'm proficient with Microsoft Office software
• I have experience in customer service
But instead:
• Proficiency with Microsoft Office software
• Customer service experience

I have used google to look for a resume builder, but it seems they all want me to pay them after I've already made it.

Just find templates for resumes online and then type up something yourself that looks similar in Google Docs / LibreOffice
I think LibreOffice can save in the Word 97 format which is generally a safe bet if you're emailing a resume

Settle like a motherfucker.
seriously
only unemployed people say "don't settle"
If you can't find any place that will hire you see if you can do community service. A couple hundred hours will really help balance out your record, and will also allow you to get recommendations. You need as much help as you can get right now, since a lot of people are going for those entry level positions, and they're not felons.
Also it's obvious, but if you do get a job or community service position don't steal from them, you'll have a really hard time recovering from that sort of thing.
Prostitute yourself.
Don't go to walmart lol. I've worked there for roughly two weeks now, I just got home after being there for 12 hours straight, not my first time staying late. I stayed 45 minutes late another time to. To be fair though, both were because I chose to stay, but today sucked so bad. Everyone takes or had today off, and 3 of us working are still new, had managers on our asses and bribing us by saying she would buy us ice cream or buy a radio to listen to while we unload trucks. Unloading trucks sucks, I never want to unload 2 trucks again, but it will happen. Walmarts been my first job, been here for almost 2 weeks like I said, work full time. I bit off a lot but I've been chewin' it pretty good, but it still sucks.
And, today was so hectic we got to lunch an hour later than usual and we didn't get our usual breaks, I think I only got about 2 15 minute ones.

Also add that you have a driver's license and a car (if you have them, obviously).
It sounds stupid, but for some jobs employers specifically look for that kind of stuff, and if you don't have it listed, they'll assume you don't have it.

Wow, good job and good luck.
Here's my CV that got me various interviews and jobs, it's a bit outdated now though:

Some tips:
- Keep it no more than 2 pages
- No need to list each individual GCSE, employers don't care, just mention the three most important - Maths, English, and IT
- Keep it looking simple and professional
- Make sure your name and all contact details are clearly visible
- Save it as a .DOC, not as a PDF as some office computers don't have a reader, and not .DOCX as many are still on Office 2003 - if they can't open your file, they'll move onto the next
- If emailing or even posting, always use a covering letter describing who you are, why you're interested in the job, and why you think it's right for you

Spelling and grammar is also very important, I've had three employers tell me it frustrates them if they see Americanisms in CVs

An employee cannot be required to work an average of more than 48 hours per week unless they have previously opted out in writing.

Don't employers have a way of getting around this by hiring 'seasonal employees'?

don't do this. the whole point of a CV/resume is that wow ur professional
having the person reading it accidentally ruin their copy is not good.
PDFs are the only way to go.
Did it ever occur to you that I might not know how to make one?
If you're not resourceful enough to figure out how to write a fucking resume on your own you don't deserve a job.

Check your state laws, afaik most places in the US have a limit at 12 unless you consent to it.
I was told it was after 2 years. Also says that on my paperwork.
