Ford Escort would be my choice if the scratches were minor and mostly unnoticable and you're absolutely fucking sure the rest is in working order
It's on the margin of too good to be true so I'd get it checked out by a mechanic

I just got my license a few months ago, and i just got my first car:
a 1969 chevy camaro
it still needs a bit of work though.
Engine: v8 Chevy 350 5.8 litre
it has a racing camshaft, AFAIK that just means it lets in more gas or something
4 speed manual transmission thingy
it has 4/11 gears on the rear tires, which according to my dad means that the tires spin faster per revolution of the engine
we estimate it at about 450 horsepower
problems:
only the front left brake works
the tires are pretty much useless
the timing is broken so it stalls basically instantly, if we even manage to start it
the ignition wire is like burnt or some shit and doesn't work
the sensor thing that tells the car when to turn on the engine fan is broken

I'd say the escort, but from personal experience, I'd get it checked out real closely. You probably want to have a good look at the underside for rust. My mum had one of these secondhand and after about 2 years it got shunted from behind whilst parked outside our house. Fortunately there was nobody in it, because the chasis had rusted so much at the back it was the bodywork pretty much holding everything together.

The Mazda 626 would be your best bet. Speaking from a safety point of view.
As the other two car's are death traps.

Only problem with the 626, is "hidden" rust in the rear wheel arches.
Found another escort. 99, about 71000 km, 1400, I had a test ride and there might be some problems with the brakes but that can be fixed easily. Only problem is that the seller looks like a hippie and the car was dirty and smelled like shit.

I actually have a 626, year 2000.
its a good car, my parents had it since it was new.
i drive it very often and it can accelerate pretty quickly.
not many problems with the car, fuel injectors went bad recently and the automatic transmission is jerky when shifting (since we owned the car)
But other than that, with 150,000 miles, it runs nice.

It's also not much different here in the US. Most people at my school drive beaters under 1k (I never heard of a Ford Prism until I started highschool). I'm very privileged to be able to drive a Mustang from this decade.

I paid $3K for my car and around $1K of the price is for ridiculous taxes :(

Spose, I may be a little outdated on what Americans have as their first cars. But I'm going stateside this time next month so I'll be able to see for sure! :D
Plus, it's still a more expensive car than what we have. PLus you Americans get to drive big cars, like that Ford Prism and Honda Accords etc etc.

Holy shit. It's $4000 annually for my car which is actually considered a lot (with new driver and a muscly V8).
I drive a 1990 Subaru Legacy (WAAAGGGGOOOON) with 52k miles.
Only thing really bad is that it doesn't have A/C. That was in the process of getting fixed, but now it's winter.
I pay $3k a year for my insurance no collision, which is considered expensive.. but 17 year old in what's considered a sports car so yeah.
