Sand blasting would be your best bet to remove the existing finish I should imagine.
Personally i was thinking something along the line of a paint stripping chemical solution, but AFAIK I'll need to be careful when "combining" strong chemicals and aluminum.
As for fixing the scratches, it depends on how deep they are, and what exact finish you are going for on the new ones. If the scratches are shallow, you could probably get away with carefully rubbing it down and polishing it flat. If they are deeper and the new finish is not transparent at all, then you could get away with filling the scratches, perhaps try brazing to fill them in (make sure to get the correct brazing rods) and build it back up above the original level and then sand/file smooth it back down to be flush.
The finish won't be transparent, the original finish wasn't either.
And the scratches are mostly surface one's that managed to scratch off the original finish.
They're definitely not deep.

That's why I suggested sand blasting, but I guess a cabinet is not something you have ready access to. It would most likely be your best bet, with some fine grit you can get a very fine surface finish. It might even polish out some of the finer scratches.
I do however get the impression I'm assuming you have gear and experience not available to you. In which case, this might just do the filling part for you, I've heard good things about it: http://solutions.3m.com/wps/portal/3M/en_US/Car/Care/Products/Product-Catalog/Pages/?nid=FLPZ9HDTFTgsXRMSG6848Wgl4D7WG9JX0Hbl

I want to see the beauty to the left of that Green Truck.
Also, that Supra is such a nice car, probably one of my favorite Japanese cars.

How the french modify their cars.

16 please Fluffykins
We'll pick up today's tale of Barriness with Barry having just abandoned this Clio..

..to concentrate on his new Opel Kadett 1.6 cabrio with bloody great dents in the drivers door and passenger side wing.
On go the alloys from his Clio:

And the front bumper from the Clio:

Some carbon fibre:

Skirts from the Clio and a new spoiler:

The rear arches are skillfully reprofiled..

..ready to fit on the 106gti arch extensions salvaged from the Clio:

Custom door hinges are fitted:

And the rear skirt hacked off the Clio:

Time to install some sounds:

At this point Barry decides to hacksaw his bumper in half and fit the lower section to the original Kadett bumper:

And then changes his mind and decides to refit the Clio bumper top half with the lower section from a Civic. The new section is shown here propped into place..

..and fixed into position:

Next step is to modify the bonnet:

Lets stand back and admire the progress so far:

No Barry car can be complete without a bonnet vent:

And finally the most recent photos showing that Barry has changed his mind about the front bumper again, there are some new door hinges attached to the still-dented door, and some new mirrors:

Hey so I ain't into any fuckin' ricers or that kind of shit but what do you guys think of the Nissan Cube?
I mean not like as a show ride or nothin' because it ain't all that I am just wondering as like an around-town car. I am drivin' a shitty old '98 Toyota Corolla and it has got hella miles on it and I wanna replace it.

If you like the looks, and can get a decent warranty, go for it.
Also
I am drivin' a shitty old '98 Toyota Corolla and it has got hella miles on it and I wanna replace it.
you call that shitty old?
I've got a '92 Corolla, and sure it might not be in the best condition anymore, but it's still damn fun to floor the speeder and have fun on countryside roads.
Heh, yeah it's got 114,000+ miles on it and still runs pretty well. Corollas pretty much last forever.
But it's the car I learned to drive in so I've kinda beat the hell out of it. Crashed it pretty bad at least 3 times and it's kinda worse for wear...
Also I just think the Cube looks cool.
I really hated it the first time I saw one, but it grew on me.
Took one for a test drive a couple weeks ago and it was aiight.
The CVT is awesome and it has a TON of room compared to a Corolla sedan...

But I guess thinking it looks cool isn't the best of reasons to drop $16-$19k when I already got a car that works.
