The coin, accelerating down 108 stories, is guaranteed to kill someone. Least suspicious way of killing someone in my opinion. If there's a less suspicious way, speak out.
I definitely would. Unless I knew the person, or if the death of that person would lead to the deaths of several other people. If there were no [I]serious[/I] repurcussions, I'd kill that sonofabitch in a heartbeat for a cool $1,000,000. Think of what you could DO with that money!

A bounty can be put on anyone by anyone. It doesn't need to be a criminal.
I don't know how I'd react in such a situation. Given the chance, I might impulsively decide to do it. When thinking clearly, there's no way I would.

A coins terminal velocity, despite the coinage, is not enough to terminate someone at that velocity, no matter what height you drop it from.
Someone is going to have a quarter land on their head and they're going to think "Ow, what the fuck was that?"
Even though the "Would kill" is winning in votes, it's not the truth. Less than 3/4 would actually follow through with it.
