It's important to understand that many of the people who end up on welfare have psychological issues. [url=http://www.who.int/mental_health/policy/development/en/index.html]There is a large correlation with poverty and mental health[/url]. A common effect of this is for people to focus on the short term as opposed to the long term. There are many reasons why this is, childhood abuse and neglect being major ones, and it is difficult for those who don't suffer from it to relate. It's a whole other matter when your brain is wired to only think in the short term, and you don't have any resources to seek psychological help.

Personally that's why I think that there should be free medical services for all citizens, so they can, y'know, be healthy both mentally and physically without sacrificing their ability to buy food. That's another argument really, though.
