You're taking this out of context. And anyways, this is more of an issue of whether or not this sensitive information should have been leaked.
If a girl was raped and there was video footage to support her case, wouldn't it be right for the security guard or whoever was in possession of the video footage to release the video so the court could judge?

I don't believe that a state cannot be ran without being completely honest to the public. I am not telling that any nation is like that already, but I can't imagine a secret which would really harm the nation, not only the present political apparatus.

No they shouldn't. There are a lot of idiots in this world and if they found out the secrets their country is hiding and would completely blow it out of proportion just like the media. Quit your bullshit hippie 'freedom for all woo' for a second and take a look at the bigger picture, countries don't want their civilians to know about their secrets because then it'd turn into a national threat, and basically breaking said country apart, by revolutions in rare cases or just civil wars.
First and Ninth amendments. They have every right to release this stuff.
On a more subjective note though, I think that it might 'upset' some people, but this shit is happening. It's the US government's fault that this is happening and should suffer from the political backlash for making irresponsible and reckless decisions.

The problem is that if there were no secrets, people would use the information to seek power. People in general are pretty power hungry (at least from what history has told me), and would try to gain some by any means possible. As much as some of these secrets are wrong to be kept, sometimes it is for the best of the population as a whole.
