It isn't completely chromes fault it is interpreting a sloppy code and rendering that

Would it be possible to institute a thread limit for a set time? Meaning, user x (Violetta for instance) has made 4 threads in the three days in the same section. To prevent this from occurring, setting up a limit on threads within a certain amount of time. Perhaps the time limit could be based on status, gold member, mod, etc.
This already exists doesn't it?

No the vBulletin developers decided to use specific CSS that only works with chrome and firefox.

It used to be fastcgi_read_timeout but i've not used it for ages so it may have changed.
