Why bother? The sort of people that's supposed to prevent from coming back already know how to change their IP to bypass it. Then anyone else who happens to set up a network and gets unlucky and ends up with that IP would have issues.

3 ideas.
Two are somewhat the same
First. Take away tittles so that only admins/mods can give you them, I remember when titles meant something.
Two, make a reputation system. Gold member is fine, but more on how the community views you as a person.
Lastly, On your profile, you should have a graph showing how what you were rated from every post, ever, added up total.
