I hate to pick sides, but it does. Justin Bieber is a performer. Not only does the term artist virtually not make any sense in music as music really isn't an art, but it's the same as people like Christina Aguilera etc that perform songs written for them. In addition, the people dancing in the film clip are also performing someone elses act that they have written for them. They are merely taking their place as they obviously have the ability to do what the person who choreographed it can't by having many dancers in the background dancing at the same time (like in those R&B film clips).
My point is that if someone is performing an act or singing for someone else, they are not an artist.

ohhh dude. You need to rethink that. A lot. I can slightly agree on the musical side of pop, but their accompanying music videos are pretty artsy some of the time.
Art could thought of as something that has been created with the intention of other people admiring it or to portray a message. The message bit fits most music perfectly.
