regardless it's a widespread enough policy to the point where it doesn't happen and it would a net loss of marketing dollars to try to market towards people that can't buy your game, with the exception of your parents buying it for you.

saying Skyrim is marketed to kids is absurd. It appeals to them, but the marketing team at EA is not going to actively pursue that market with their marketing campaign. It's not different than kids enjoying GTA. Yes, of course they're going to like games in that vein solely for explosions and the freedom of choice it gives you, but that doesn't mean they are designed with kids in mind or marketed specifically to them.
