It is from another picture. There was a thread on /b/ a while ago, like 4 months or so, where they found that Jenga picture and someone photoshopped those two fellas into it. And Reddit just found it, I guess.

Not even close to the first. This is Bethesda from a few months ago, and they put Palpatine in there themselves.
