I was listening to bob and tom this morning and they found the whole story.
Apparently, our batman-dressed friend is a wealthy businessman and a huge philanthropist. He likes to spend his free time dressing up as batman, driving around in the batmobile, and visiting sick kids in children's hospitals. He got pulled over because he replaced his license plates with the bat symbol. He was fined 1000$, but I don't think batman cares too much about a 1000$ ticket, he's the hero sick kids deserve.
