The reason many releases are split into archives is because usually they are released on ftp or usenet or some other similar service. Them being rars means if one rar fails to download it does not crash the entire download. This obviously is not the case for torrents as it automatically splits any file into parts but I suppose people who re-release are too lazy to unpack.

circumvention of torrents in places where your internet access is questionably legally/illegally monitored, this is the number one reason

the point is to use direct download sites, partitioned file hosting, so everything goes directly through the file hoster, and not a pool of connections that you can't always trust if the pool is public

unfortunately considering most file hosting websites have limited file size caps, this manifests into an inconvenience for people downloading things
