Actually it's not. Just because they're made of carbon doesn't make them the same. They're called allotropes.
Well, there are lab-made diamonds...but they are yellow/yellow-tinted like topazes(sp?). Might as well get a topaz and say it's an extremely yellow diamond.

when a synthetic diamond is produced to be a gemstone you can't tell the difference between it and a mined diamond, a year or two ago there was a news article about some people figuring out how to mass produce extremely high-quality diamonds ([url]http://www.livescience.com/common/forums/viewtopic.php?f=6&t=1431[/url])
the diamonds you're thinking of are mass produced at a low quality in a quick and cheap method simply to get a diamond for their physical properties rather than visual appeal
