I'm thinking a Bank Van. It's fairly common, you don't need any specialised training, it's well armoured, it's spacey.

I'm surprised nobody mentions trains in this sort of thing. They get ridiculous MPG and since they use an electric motor (albeit with a generator) not much maintenance is required.
Lots of compartment room for supplies and living space, too.

Yes but trains are easily dealt with by derailment and can not leave the tracks and continue to travel in a guided manner. It would be good in certain aspects, but horrible in others.
