Create your own job if you're useful at anything, when I wanted money, I did freelance work as a programmer.
Take whatever job you can get. Don't be picky. Seriously.
Look in your local paper etc for what's available.
When I turned 14 I got a job at a bakery, still work there now almost 15. Will obviously make a difference depending on where you live, most kids here get jobs at places like supermarkets/random little stores
If they're looking for more "mature" people however, they aren't going to consider you at 14.
I myself would do yard work if the Mexicans didn't take over the business in all of the bordering states.
You could join some private cartels.
Unless you have talent on a particular field (music, languages, design you name it) it's a bit hard to get a job at that age. In the case you do, you can get a job easier and the pay isn't bad. In my case I've been working with publicity and media since 15 years old, since my mother hooked me up with some publishers and because they really liked my work I took off from there. I make around 300$ a month (sometimes less), enough for my spendings and the like (I live with my parents and don't pay for highschool, I'm 17).
Otherwise, if you live in a country that has less strict policies in child laborhood, you can almost always find a job at a store (convenience store, clothing store etc..) In my country, Venezuela they allow you to work from 15 years to 18 as an underage employee in certain jobs, with basic salary and nothing else. Laws are similar in most of South America. Also lying about your age (if you look older) helps a lot.
