Yes, you are right, the bullies should change, but that won't happen
Nobody should change under bullying. They should just realize that a couple of dumb kids calling you names in high school has very little lasting impact on the rest of your life, and accept that they are who they are (and fuck what anybody else has to say about it).

Sure it can. Adults and others need to step in and intervene, and if necessary, remove the bullies from the situation. Zero-Policy systems need to be removed, so victims will not be punished and discouraged from ruining a school's "record". More open relationships with counselors and disciplinary positions can be encouraged to offer support to those being victimized. We live in an era removed from Darwanism - "human nature" has no place and it's negative aspects should be suppressed.

Yeah so let's remove any sense of individuality from people because of an intolerant handful of people that the school is too lazy to correct their behavior (instead implementing policies that punish the victim for standing up for themselves).

I was bullied in lower highschool by a scrawny kid who had a lot of more powerful bullies around him as a group (he wasn't the leader of the group, no, but noisiest by far).
One day I realized that he wasn't any kind of leader and was ridiculed by most of others in his bully ring - later that day I snapped and beated his ass up in maths class due to some stupid shit he tried to pull off.
Everyone laughed and the kid didn't really bully me anymore. Teacher gave me no trouble, pretended not to see me beating him up (nothing too bad, he might've gotten a minor concussion or something though) since everyone knew that he had bullied me for like 2 years
