I'm not so sure if we're going to be like, "Well, the part where John sings "Mr. City Policeman, sitting pretty little policemen in a row." is a reference to the strict monotonous tone of society." Or what not, but more or less, "Walrus has an allusion to Paris, when John sings "...Climbin' up the Eifel Tower..."
