The safe-zones in this case are safe, it's just that the government didn't tell the people where the correct safe-zones are, also there's probably 20 million underground zombies in the white-area.
Completely unsafe zones:
-Swamps
-The Pacific Ocean
-Anywhere with a harsh winter is a trade-off. Zombie-free for half the year, but significantly fewer supplies
-Any hub of traffic
-Anywhere near a freeway or other frequented road
-Rivers, especially the Ganges
-Russia
-China
-Japan
-India
-Canada
-Iceland
-Really, any body of water. In fact that's how this whole thing started.
Safe zones:
-Medieval castles or similarly fortified areas
-Israel, but only if you are an Israeli, Palestinian, or Jew
-Cuba
-The International Space Station

Thats roughly 7-8 years of having to survive the zombie hordes. Plus, safe zones like in the Himalayas probably will take a long time to establish contact to, as when the civilian populace was escaping to the mountains, the military destroyed a mountain bridge (The only way up) so the zeds that were right on their ass couldn't eat said ass.
There was also nuclear war between Pakistan and Iran.
The Great Panic, where millions of people caught up in the appropriately named Great Panic died because of not knowing what zombies were and how they worked.
Not to mention bandits (As mentioned in the book, Seattle became a bandit camp), Lamoes (Last men on earth, a bunch of guys who got so isolated they thought he/she was the last person on the planet), Feral Children/Teenagers (Kids who lost all civilization and or humane activity, they are basically animals), Quislings (People who went crazy and thought they were zombies, and acted exactly like them except they bled red blood and blinked).
You should read this book. It is one of the best I've ever read.
The map needs more black on it. India, Coastal China, and the North-Eastern U.S. Is fucked in the event of zombies. The cities are really the best place for them to congregate. Million or so people withine one square mile of enclosed metal canyons.
India has so many people in squalor that it'll be zombie central, same for China. I'd say that every island is a pretty good safezone, as it's defendable and often isolated from large population centers. Unless of course you take into account the infection coming from there.

A Chinese attack sub shot it to hell and zombies overran it.

Africa took a while, and the Redeker plan was very controversial because it used lower class citizens as bait for the large hordes while everybody else and the military was escaping to safety.

Also, why has nobody mentioned the Battle of Yonkers, NY? Was one of the most epic scenes in a book ever.
Basically it is where America tried to flaunt it's military might by crushing the zombie horde with all their technology and firepower.
Didn't work, they all died except for one guy (Confirmed, there may have been others). In fact, anybody not inside an APC would have died because the Americans used a Thermobaric weapon, where it created a huge fireball and sucked the lungs out of zombies and soldier alike.
