When did my Mom get pissed at that? No parent, or immigrant adult I know complained about those. People who do not like to deal with people they cannot understand are called racists and those who harass them are called criminals. You're neglecting the border states along the South that touch Mexico. According to recent census information, a lot of them are bilingual and are native Spanish speakers. While the "speak our language" may be more acceptive of the central and northern states, it's going to be easier for states that border another nation just to hand out sheets that are bilingual anyways.
I'm kind of for and against. I wish people would learn the locally used language if they planned on staying there, but I can understand if they just got in the area. When I worked at att I found that most of the people who could not speak english at all had accounts that had been open for at least a year.

And I'm sure we could end a lot of problems by circumventing the Constitution, but that just wouldn't be American would it?

U.S. citizenship does not automatically grant everybody a free lottery ticket to success. Learning the country's language while immigrating to it would be very practical, but calling it to be a token of respect to the host nation just reeks of nationalism and should no longer be used as a reason to learn a language other than just opening more opportunities.
