No, "ITT" would be people just saying that people moving into a country without learning that country's language are often times a nuisance.
Nobody likes telemarketers. Its entirely possible that the person you said he cant talk in English because he wanted to avoid talking to you without rudely hanging up immediately. Also, many Mexicans have indigenous heritage and especially because the Americans took the southwest in a bullshit war, many strongly feel that WE (English talking Americans) are the ones who should learn their culture. Besides, illegals that arent gang affiliated tend to do much more for our society than what the higher class does.
P.S. FYI you can legally live in the US without being a US citizen.

The US prides itself on being an immigrant nation. If we want to maintain this image, we have to accommodate all languages to our best ability, rather than forcing others to learn our horribly broken language (which is one of the hardest to learn by the way)

My mom is still a Chinese Citizen and she has a Social Security Card, a Permanent Resident Card, and a Green Card, and has insurance and has a house, and has a BMW, and has a dog.
She should be deported because she only has a 4th grade equivalent of English.
I think she fled here when the Commies killed a bunch of her brothers and relatives.

Our economy is going down the drain, the last thing we need is more government run social programs, we should cut funding to many of these programs and shut some of them down altogether. Our government has spread it's money too thin.

Now make that tourist a permanent resident or at least a resident for four years.
