But look at it like this:
If he wasn't wearing his seatbelt he would have hit the dashboard, the steering wheel, windscreen, whatever. Those things are all a lot harder than a seatbelt, so they slow you down quicker. As every schoolboy knows, force = mass x acceleration, so if he wasn't wearing his seatbelt he'd probably have died in a much more horrible way.

It's not some old man in Washington's job to force little Timmy to do something, even if that something is for his own good.
One of the reasons why it's strongly advised to wear a seatbelt is because if you crash and go flying through the windscreen, it costs the emergency services more money to pick your limbs off the ground and whatever tree you have decided to get yourself wrapped around. Plus counciling for the other drivers who might of hit your body on your flight.
Just because it may seem like your only damaging yourself, you have the potential to kill or harm others.
If you crash and get trapped in the car with a seatbelt on, you have a higher chance of surviving than if you shot out of the window and hit a tree.
