As a fun fact, those tiles don't have any encounters.
It's an oversight in the non-japanese games, where the tiles with the 'flower' in the bottom right don't have any tiles, since the bottom right corner is used for identifying tiles for encounters. It works differently in the Japanese games for some reason, it checks top left corner if I'm not mistaken
