Because they downloaded the MP3. The looping MP3 on Vine actually has the footage and audio loop about 5 times. This is so in case should you have a poor computer, you experience 5 flawless loops followed by 1 delayed stutter then loop, rather every time.
When you could Right Click, Show Controls, you would see the video lasted about 0:30s
