Unless you manage to get it within your collectors field and have a collectors license.
It would probably be approved for all I know, but really, approving a 200 000 rifle that's more of a collectors item?

So I turned 18 a few weeks ago and I've been scouring my local gunstores (a minimum of 10 miles apart) for a good, budgeted novelty firearm. I thought to myself, oh, I'll get a surplus Mosin. I want .22's but the Rugers are usually 500 USD minimum.
I've been eyeing this MN91/30 at the nearest Outdoorsman Shop at my place and I've did my best to give a good look. The MN91/30 rifle was manufactured in Izhevsk in 1939, flat-rear sights and globe forward sights. The price was set at 99.98 USD, but I didn't realize that I had to deal with DOJ regulatory fees which slapped on like an extra 30 bucks to it. I peered into the bore of the rifle and from what I could see it looked awfully smooth, I couldn't really spot much of a 'swiss cheese' texture inside.
The total of it amounts to 144.57 too. It has three Department of Justice fees along with a 6-dollar gun lock. It does come with a case, bullet pouch, a bayonet, a cleaning kit and a bottle of grease for the weapon

Does manufacturer matter? My friend has one made in Tula of the same year and he told me that his has significantly less pitting and he recommended that get those.

If you can manage to find one and have the funds, they have .22 trainer Mosin Nagants that go for around 350$-800$.

Well, mostly just because it is so rare and I've always wanted a Mosin that shoots .22s since .22s are so cheap. And again, range-usable ammo for an actual MN in the LA area of CA can cost me up to $1 per round, and most of the surplus rounds are corrosive.

And? It's not hard to clean a gun after firing corrosive, you just have to, y'know, actually [i]clean[/i] it. It's FMJ, so only able to really be used on ranges for target practice, because you can't hunt with FMJ. It's $100 for 440 rounds of the milsurp from what I hear, and corrosive doesn't mean your barrel starts disintegrating the second you fire it, corrosive means the primer leaves salt residue in the barrel that collects water and accelerates the process of rusting the gun. Wash the barrel in hot water after getting home from the range, clean it with some patches until one comes through the barrel clean and dry, clean the rest of the mechanism, and you're good to go. Check it a few days after just to make sure it's not rusting, but you should be fine. If you want to, you could clean it again a few days later just to be sure. "Corrosive" isn't as bad as it sounds; it's cheaper, and just requires you are a responsible gun owner and actually give your gun the cleaning it deserves.
