Many publishers self-censor their games preemptively to avoid R ratings in Germany. It's often downright stupid. It's also not the violence itself that sometimes causes problems, but the way it's depicted. E.g. in GTA 3 you couldn't pick up money from dead civilians in the German version because that would have been a reward for killing helpless people. Dead bodies also wouldn't react to gunfire or kicks. But the blood was there.

It used to be a lot worse than it is today. By now most games are released uncensored in Germany. The TF2 thing especially was a decision not made by "us". So what their children see millions of adults do every day on the streets can't be depicted in a cartoon.
