I'm pretty sure it's just mac and cheese in a bread bowl (shaped like a cone) with some bacon bits on it.
Not sure if I'd eat the mac n cheese out of a cone, but every local fair I've been to has pizza cones and I really want to try one but can never muster the appetite required to tackle one.
