Even the lightest train would cut through it like it was butter, or at least get it caught on the front and drag it away.
Even then, trains don't have suspension, so if the wheels did go up onto those things, it would be jarringly uncomfortable, and would probably damage the train.

The trains weight will instantly push it back into the track. And it's not used in a turn, so it doesn't have a weird angle it bounces to. It'll go straight ahead back onto the rails

If the weight of the train pushes it into the track it's doing jack shit to protect the hose so then why bother with those things at all?
