Infact, most railroad companies in Europe own a home specifically near heavy-traffic routes to start fires in as encouragement for the firemen to use these plates to make the average commute more enjoyable. However, if the power were to be cut a heavy train would probably just smash them under the wheels while a light-rail train would either gently derail or just push them aside and split the hose. Actually if the hose was strong enough it could sever at the hydrant fitting, but then again I'm not familiar with the strength of fire-figher fittings.

So I imagine it would just be cut.
