It's talking about the franchise as a whole when it mentions that it was launched 12 years ago, it's weirdly phrased but it's not wrong.

I do understand they MEANT the franchise but the sentence mentions a specific title therefore they made a simple mistake.
If they start the sentence with "Counter Strike: Global Offensive" and then refer to that as 'it' for the rest of the sentence (because they don't mention anything else at all), then 'it was launched 12 years ago' means 'Counter Strike: Global Offensive was launched 12 years ago'.
