Its doable, I remember it being an annoying process but I was able to sync VLC Player to my background, and then put on timelapse night skies and sunsets all the time.

No VLC running, the only issues I've ever had are that it sometimes fucks with desktop icon fonts so they're inverted, and it can be resource intensive.

Windows XP actually natively support GIFs for wallpapers. Vista removed it IIRC.
