My old dog had one of those. It's not meant for behavior control or anything, it actually reacts with a small wire put in the ground as an invisible fence. when the dog gets too close to the invisible fence, it gives them a mild shock, and after a few tries they remember where they're not supposed to go.
That shock is also a lot more painful to humans iirc because the little electric buzzers go into the big scruff of fur and skin flaps on the front of dog's necks that protect them from getting their necks cut if they run into anything. To them it's more of an annoying pinch than a straight-up convulsing electric shock.

by that I meant shock collars that give a large shock when the dog barks too loud. Those ones are a bit more of a grey area, at least to me.
