Isn't the point of VPNs that people CAN'T reliably tell what your true location is?
I've done it, anyone can do it. You can easily just use Tor and websites will be none the wiser. You can't really be sure about who's in which GeoIP area as long as proxies exist.
But enough about that, let's not bicker and argue about who's proxying who, this is cartwheeling off-topic really fast.

Of course, Tor has a public exit node list that any site can read off of, but 1. a bunch of websites aren't set up to detect that, 2. detection isn't always reliable and 3. any one person with an Internet connection and a computer can set up a proxy server.
Funny story, during middle school, I saw a bunch of kids plugging Firefox into a home proxy on their laptops a couple times :v:
