pretty much every game character looks like that at one point in development, you'll find that the in-game version isn't nearly as detailed and that they've just used the ridiculously high poly base for the pre rendered cutscenes

It's more believable in action. Oddly enough Spacey's the only with a really uncanny valley face in the game, the other ones are fine.
