It might be a browser thing, but Chrome is usually update weekly kinda deal so unless you're preventing it from upgrading I'd assume you have support. Are you using any Adblockers or noscript? If so disable them and see if they are blocking them.
Other then that I've only seen webm's not run when the audio chipset is being blocked by another app. But that wont happen on Windows.
