It pretty much depends on what version of Superman and what lengths he's willing to go to.
Some forms of Superman could just destroy the Earth before Batman has a chance to do anything. Using Kryptonite requires Batman to get close to Superman.

There were plenty of moments where he could have done it if he wasn't trying to give Batman the chance to surrender.

Batman is pretty far from his prime as well. It's dumb to use this as an example of who would win, it's a crippled Superman vs an old, recently out of retirement Batman.
