Samus's suit can morph into a little ball in order to get into tight places and shit.
Presumably, they were expecting Samus to go to the beach in her underwear/swimsuit/whatever it is outfit, but she came in morph ball form instead.
also now their volleyball is made out of metal and that would probably hurt.

Limited sprite resolution on the Famicom. A single sprite was limited to 8x16 (taller than it was wide), and you could only have 8 sprites per scanline without flicker.
