The Major actually used a generic body from an adult prosthetic vendor as a basis so that she would seem generic in public. If I remember correctly, the movie/show actually has a scene where she sees several people with the exact same face in the city.

Other than the fan service the common fan theory is that it's a psychological thing both for her (so she doesn't go batshit insane from being a brain in a very sophisticated jar) and the enemy (it's easier to underestimate a robot that looks human than a robot that's a huge ironcast terminator)
