Same reason someone(s) drew all the images in Grey's Anatomy. Medical illustrations are useful.
As for why it's on Wikipedia, I think that the justification is that they has conflicting motives. They need to document everything, they need to illustrate everything, they know that an actual image of an anencephaly baby can be very disturbing. They have a "Wikipedia is not censored" policy, but I think they've found the use of illustrations to be an acceptable compromise.
That's also why a number of sex articles are illustrated (by the same artist, no less). See [url]http://enwp.org/Bukkake[/url] for an (obviously NSFW) example.
